ccm delivery bike

just repaired a 1945 ccm delivery for a friend . it has a square piece of metal that flips to 3 positions located between the top  holes where the carrier fits . what is this for

This secures the carrier/fork to a fixed position. 

Locks the steering when kickstanded  especially if the bike is holding aload

thank you for the information and the picture i would not have figured that out in a nillion years. the top piecethat goes on the handlebar stem is missing on his .  thank you william rudolph.

the steering lock idea is great  thanks i will keep in the back of my mind i may get a chance to own it own day   william rudolph

recently acquired a 1954 delivery bike and was wondering if any one had a spare device for holding the fork in place i know it is a pipe dream but you dont know untill you ask    my carrier is held in place by 4 holes  but do not look to be threaded  a picture of  the pin?would be helpfull thank you william rudolph

Bill the 4  holes are not threaded on the headset which the carrier  slides into 

Jusr a nut and threaded screw  is placed to hold the carrier in place
