cracked steerer tube can be repaired by fitting another tube inside the steerer tube remember to remove name plat e rivets or screws first . machining of the new tube may be rquired to get a tight fit. leave enough clearance for frame cups braze new tube inside at top and bottom then braze at crack.i did this on a steerer tube that was badly damaged andit worked verry good . but you asked for the best way this is just a way but i hope it helps william rudolph

Thanks for your message William. This frame has an inserts in the headtube where the down tube and the tope tube join the headtube.
The inserts are tubes about an inch tall slid inside the headtube. The crack is at the top of the insert. Pretty difficult to get photos of it.
