Have a lad in Australia wondering about a CCM "Tourist" bicycle. Anyone ever come across this particular model before?

Offhand, no. There's the possibility that the model name was unique to the Australian market or that it is one of the Procycle era models. Having pictures and the serial number would be a big help.
