Owner looking for info on bike that her dad bought in the 60s. Anyone?



I recently purchased a set of the replacement Gibson pads that are sold on this sight. I cannot, no matter how hard I try, get these installed into the frame. Does anyone have any advice as to what to do to get these installed?
I'm looking at what looks like a double bar CCM Clevland but the serial # is not the right format so thinking it might be something else or some sort of hodge-podge.
Looking for advise, I'd like to buy it from a guy and restore, but we are trying to determine what it is!

I am relativley new to the bicycle restoration world (and this website) and have recently aquired this 1941 CCM Double Bar. I am curious about a couple of things. I checked the serial number and it appears to be 1941.

I need help taking apart this gooseneck and forks. I may try to restore this bike or leave as is . Can anyone offer me tips on how to take forks and gooseneck apart . I took rod out but seems to be still attached . Sorry I’m a rookie and looking to learn . Thanks...
