Can you guys help me with an educated guess?

Wondering if anyone can enlighten me about a possible make and year for this old swoop frame bike? I don't think its a CCM but I don't know enough yet to make a gues other than it says "made in england" on various components. Tires hold air and I can peddle and stop it. I was thinking of wet buffing it wirh 600 grit and clear coat as well as take apart and re lubricate just to have to ride. Seat Scripted with "Made in Persons USA" In my opinion its too nice for yard art. Any thoughts? Suggestions what I should do to the bike?

That sort of frame was made by various companies for quite some time. CCM didn't use two letters in their serial number or use any of those components so it doesn't appear to be by them.

 

Your best bet would be doing some online research on the rear hub. I'm unfamiliar with Perry hubs but most manufacturers have markings that can identify the time period which they were built

 

 

Even CCM offered Perry hubs - they were quite common. This bicycle could have been made by Phillips.
