Correct wheel size

I have built a bike according to a friends wishes using the frame and assorted parts included. The wheels are 26 x 1 3/8" (590). It looks like these are incorrect for this frame size. Although a "balloon" tire would look better, I think this bike was spec'd with 28 x 1/2" (622). Your thoughts??

 To me it looks like it should have 28 1 1/2

Follow up question. Are there any drawbacks to running this bike with the smaller 26 x 1 3/8 wheels? Thank you!

Your pedals will be lower to the ground and may actually hit the ground when turning.

Thanks, I had a look and I'm ok. I believe I replaced the original crank with a shorter one too. I'll be road testjngvit today so I will know for sure then.
