Saw these listed on Ebay, but what the hell are they? I've never seen them on any bike I've come across.

Ya , I was watching those too. I just about bought them but I talked myself out of it. Looks like something off a 70's or 80's roadbike maybe but I've never seen them before.

I`ve seen `em...drop bar end plugs from the 60`s-70`s...
