imperial frame repair (rivet)

Has anyone repaired or replaced the rivets on the rear dropouts of a frame before?  I have a early to mid '60s imperial mark 2, and the rivets appear to be coming loose.  The bike is a bit on the rough side, but I would like to do it up for a new daily ride.  Cosmetics/ originality ane not totally important, I just want to have a safe and reliable bike.  If it comes down to a nut and bolt through the frame I will be fine with that, but I thought I would check and see if anyone else had some ideas or experience doing this.

The nut/bolt idea sounds OK but check out your clearances first. A local welder my weld up these areas of the frame as well.  I did this when building my recumbent bike frames. Given the small area being welded, it should cost very little.
