Hello the 19 would reffer to the seat tube height possibly 19inch check the top of seat clamp to crank center,The biicycle should have a serial#. mid to late 40's.My guess ?Maybe more pics like the rear drop outs might help if no S# can be found. Here is pics of a 49 frame with 21 at the same location as your 19 and it is a 21inch frame.Check other locations for the serial # possibly on the other side 2 different locations with pics have been attached Thanks GT
